Maharashtra’s proposed land-titling law has the potential to reshape the documentation side of Mumbai real estate. If implemented effectively, individual property records could make it easier to identify an owner, trace changes in ownership and reduce uncertainty at the beginning of a transaction.

For brokers, this could improve the quality of resale mandates. A readily available property card may help establish the basic ownership position early, reducing the time spent on incomplete seller paperwork. But it also means brokers will need to ensure that society records, registered agreements, tax details and mutation entries are consistent with the official record.

For developers, the reform could become particularly relevant in redevelopment and mixed-use projects, where ownership structures are complex. Clearer land and unit-level records can reduce confusion during consent collection, rehabilitation planning, sales and handover. The value of the system will depend on timely updating of records when flats are sold, inherited, gifted or transferred.

The proposed law should be seen as an infrastructure reform for transactions, not a shortcut around due diligence. A clean property card may improve confidence, but buyers will still expect full disclosures on approvals, encumbrances, occupancy status and society documentation.
